One of the reasons why auto drivers are harassing, apart from the law and order situation, is because of the rampant subsidization and unionization of auto drivers. There are many subsidies and benefits to owning and running an auto including soft loans, tax benefits, fixed Govt. fares etc. And the unions use threats to keep out individual auto drivers who would be ready to ply for lower rates. Take away these benefits, smash the unions that use force and deregulate the auto business, then you will get better service at lower rates
