The Pandharpur festival in Maharashtra begins in less than a week. The Bombay High Court has directed against the use of open air pit toilets for the duration of the spiritual festival, but given the mass sanitation requirement, conservancy workers dread that they will be called upon to manually scavenge. Manual scavenging, a task relegated to Dalits was officially banned in 1993, despite which this shameful practice is widely prevalent.
