Will The Pm Listen To The Plight Of The Doctors?

Sir,

The young aspirants Doctors of India are very grateful to you for your personal initiative to improve the health care delivery system of the whole country.

Your personal initiative was reflected in the budget speech of Finance Minister Sh. Arun Jaitley on 1st Feb 2017, whereby the policy of GOI was reflected in sanctioning 5000 (Five thousands seats) Post Graduate seats from academic year 2017 itself.

The above mentioned letters dated 08.02.2017 and 09.02.2017 are a proof of the said initiative.

Here I would like to point out the disconnect between the Government and the Bureaucracy which is hell-bent to create hurdles and thereby causing failure of the government policy.

The undersigned has personally tried to contact the officers, who are involved in the implementation of the above policy and their attitude to the very best is, lackadaisical and out rightly obstructive. All the officials are going with a premise that they shall delay the implementation to such an extent that no scope shall be left, to implement this government policy from 2017 academic session.

The following officials are responsible for implementation:

3. Dr. Sudhir Kapoor- Dean, ESIC Medical College. (Ph. 9868868680)

4. Dr. T.P. Yadav – Dean, Facility of Medical Sciences, GGSIPU. (Ph. 9968287766)

5. Dr. Sidharth Ram Ji – Dean MAMC Delhi University (9968604304)

6. Dr. V.P Gupta – Principal UCMS (Ph. 9968604304)

7. Dr. G.K. Sharma – Principal LHMC (Ph.011 23363728)

8. Dr. Ray – Dean FMSC, Delhi University (9818037595)

The overall responsibility for implementation is with secretary H&FW, Mr. C.K Mishra and Principal secretary health Mr. Madhuk Vyas ( 011 23392017) NCT, Govt of Delhi. Also concerned are registrar GGSIPU, Mr. S.K. Jha and registrar University of Delhi which are the universities for implementation of medical education In Delhi.

Most of the Doctors holding the post of dean/principal are trying to defer the advisory stating that it is violative of the autonomy of university as per University act and MCI act, Although they are drawing funds from the consolidated fund of GOI.

The attitude of the office of Sh. Arun Singhal Joint Secretary H&FW is quite intriguing and is typically Bureaucrative. This office (011 23062959) says that this is a government policy and may take another one or two years to formulate and surprisingly maintained that, Doctors who were aspirants for Post Graduate seats are not a stake holders in this, they can wait for whole year.

I fail to understand that whether he has been assigned the duty of implementation of PM’s policy or is he under direction to make it a failure.

I as a budding Dr. Have full faith in you, the PM and some if not all, of your govt. but definitely not in the Bureaucracy, down to the bottom.

I appeal to your good self to assign somebody from the PMO to look into the implementation of your very own policy failing which I along with my colleagues shall not be left with but to sit in dharna. I shall be ashamed of myself if with a Prime Minister Sh. Narender Modi at the helm of the affairs, I have to do a Jalikattu like Protest.
