Environment Degree Holders feel Betrayed; Facing Policy Discrimination in State’s Jobs

 

Open Letter to CMO & MoHR in States to Recruit Environmental Degree Holders on Specialized Environmental Positions

Dear Sir,

Most respectfully we would like to bring your attention which needs your instant urgent addressal. Dear Sir, we ‘Environmental Degree Holders’ submitted copy of Memorandum on 22 February 2017 to Chief Minister Office & Ministry of Human Resource Department separately at Union & States (Wherever it was possible & allowed to submit in States) while we were protesting a National & State Wise Call on Environment committing gross discrimination against environment degree holders in Government’s Jobs specifically for candidates those occupy specific expertise environmental certificates.

Dear Sir, we would like to inform you that India is a signatory of three major decisive global alignments for the next 15 years from 2015 to 2030. First, India has signed & rectified Paris Climate Agreement which shall be binding from 2020 where India submitted Nationally Determined Contributions to reduce 30-35% Carbon Emission of GDP on 2005 level. Second, India is a signatory to Sendai Framework Convention on Disaster Risk Reduction from 2015 to 2030 & it’s important that we became the first Nation to have comprehensive National Plan on Disaster Risk Reduction which has been put before UNISDR Biennial Conference on Global Platform for Disaster Risk Reduction 2017 in Cancun, Mexico. & Third, United Nations Sustainable Development Goals which is equally significant from 2015 to 2030.

 .

Since 2014, when Hon’ble PM launched ‘Bharat Swachata Abhiyan’ States too have been working on the diverse facet of cleanliness. But unfortunately it’s been a subject of grave concern that Government’s recruitment drives ignore environmental streams at by & large. Even those positions strictly specialized to Environment don’t mention Environment Science in their notification brochures though other subjects like Chemistry, Life Sciences, Botany, Zoology & Physics etc. are mentioned. Even Subject like Social Sciences are mentioned but recruitment authority from Department of Environment, Department of Rural Development, PHED, PWD etc. have been continuing to abolish Environment stream time & time again despite bringing regular attention prior to such notifications.

Dear Sir, we would like to bring your kind attention towards the state of disastrous environment & climate literacy at school & University level. Majority of Higher Secondary Schools lack specialized Environmental teachers & the subject is being taught by teachers those have no background & hold on environment as subject. Universities are even at the worst where Department/School of Environmental Studies/Engineering is facing severe scarcity of Assistant Professors & lecturers. Even respective University Administration calls on vacancies on adhoc basis neglect candidates from Specialized Environmental Sciences/Engineering streams. They invite lecturers/Assistant Professors/Research Scholars from Zoology, Botany, Life Sciences & Chemistry etc. but they don’t mention the Environment Subject in the list of mentioned eligibility criteria. These irregularities are marginalizing qualified students & professionals holding environment degree.

Dear Sir, our Hon’ble Prime Minister has shown firm commitment towards establishing a climate resilient world. We need expertise environmental professionals to deal with natural ecosystems & their biodiversity, Smart City, Smart Energy, wetlands, Ecotourism, Waste Management, Water Quality etc. If the State Government shall not look at such serious issues, the State of Assam shall fail to fulfill policy gaps in the coming 15 years. Sir, we believe in your firm leadership & we are looking at you with our hopes alive. Kindly issue strict guidelines to avoid such serious discrimination at the policy level & ensure monitoring of such institutional lapses which affect severely to nature & community.
