Just change The Way of Election.
Provide facility to the voter to vote from any part of this world , it is possible if election department use uid technology in other words ( aadhar ) same type is also in use in online transaction.
For peoples don’t have smartphone must provide election centers ( but not for specific area candidates , but open for all ).
Most important two things
1) The election must be done at a same time in all parts of country . So people of different state can vote from any state.
2) The election system must be online. It provide full protection to the election system , no chance for cheating . EVM used is of special type ( connected to online system & upload or update voting list or vote count online after each vote ). This EVM online system must be encrypted during the time of election ( auto time encryption system ).
So I request everyone to take above action to give power to the voters to vote from any place any time . And make the voting system full proof so little bit of encouragement can open eyes of voters & 100% they are ready for voting.
