Affordable Housing in Urban areas – Pradhan Mandri Awas Yojana – Need Central and the State Equal interest and Participation, and keep inform (outreach) to Public

With regards to PMAY still deserving poor  people are not aware of it, especially in Tamil Nadu, in this juncture many private Builders like Arun Excello recently conducted “ COMPACT HOMES “ Jalmica – at Devraj Kalyana Mandapam at Camp Road Junction , PO Selaiyur, Chennai 73 on last Saturday & Sunday 23/24th December 2017.

Eligible candidate must comes under their Annual Income less than 6 lakh & and no any other property belongs to them ie, leaving in rented house. There are more than fifty core people are leaving with annual income less than less than prescribe amount, and in further this juncture why this middle builders are comes, there are many people who registered in this scheme still awaiting with their certificate without knowing what to do

With reference to the above scheme has to acknowledge the importance of housing in improving the socio economic condition of the people and according to launched the Mission of Housing for all by 2022,housing scenario and challenges according to technical groups says on urban housing shortage, 2012-2017 (TG-12) constitutive by erstwhile the Ministry of Housing and urban poverty alleviation, there is a shortage of 18.78 million housing units of these EWS economically weaker Section alone accounted 10.55 million units or 56.2 per cent of total shortage, The low income group (LIG) require 7.41 million housing units or 39.4per cent whereas middle and above income group have deficit of 0.82million or 4.4 per cent., evidently the gap is mostly in the affordable sector i.e., EWS and LIG segments. ten state together contribute of 76 percent of urban housing shortage, these are state are Utter Pradesh, Maharastra, West Bengal, Andrapradesh, ail Nadu, Bihar, Rajasthan, Karnataka and Gujarat as per technical group (TG-12,2012)

Further projections indicate that India’s urban population which registered an annual growth rate of 2.76 in 2011(as per the Census) is estimate to grow to 814 million people by the year 2050 (As per UN Dept, of Economic And Social affairs Population Division (2014) world urbanization prospects 2014) this will pose a major challenge in provision of housing and basic amenities’ to the grow population especially the poor. scarcity of development and encumbrance – free land increased cost of construction, lack of private sector participation, absence of viable rental market, in accessibility to home loans by poor are some of the challenges which need to be addressed for development of the affordable housing market, Lack of clarity in building plan by- laws and implementation of the master plan.

Since from the Independence, the Government of India adopted number of policies and programme to house for the poor from these include right from integrated subsidies Housing Scheme 1952 for industrial Workers and Economically weaker section and latest Pradhan Mantri Awas Yojana – Urban (PMAY-U) but unlike all earlier scheme people are aware of the latest one thanks due to the information technology and the media but still people are not clear about the scheme in June 2015, Honorable Prime Minister launched the Pradhan Mantri Wawas Yojana –Urban (PMAY-U) to provide housing for all by 2022, The scheme provides central assistance to Urban Local Bodies (ULB) and other implement agencies through states /UTs these programme has 4 verticals the Credit Link Subsidy Scheme (CLSS) and other centrally sponsored schemes namely, in – situ rehabilitation of existing slum dwellers using land as a resource through private participation affordable housing in partnership : and subsidy for beneficiary –led individual house construction and /enhancement, Under the credit link subsidy scheme CLSS initially the weaker section were given subsidy on home loan, in 2017 the scope of the CLSS was widened for a year to include the MIG segment as well. However, their rate of interest subsidy was limited to 3 and 4 per cent depending on the amount of loan (but so for nobody no EWS (Economically weaker Section) LIG (lower Income Group) MIG-I (Middle income group) MIG-II and every group has his own feature of availing loan/ interest subsidy per cent PA DU carpet area etc, for beneficiary led housing construction (BLCH) central assistance rupees 1.5 lakh provided for construction of new houses or for up gradation existing houses belonging to EWS categories etc., but nobody knows the detail how to avail these benefits

These Mission has resulted in sanctioning of nearly 24 lakh houses.5,147 projects considered so far have an out lay of Rs 1,27,810 crore involving central assistance to the tune of 37,270 crore, under CLSS a subsidy of Rs 962 crore for 48, 863 new houses has been released as of 31st july 2017. The highest number of project considered so far are in the state of Andhra Pradesh followed by Tamil Nadu, Madhya Pradesh and Karnataka, the progress of sanctioned houses is being expedited with better design and technological solutions. Beneficiary Led Housing (BLC) monitoring is being done through geo-tagging and all benefits are Aadhaar – linked. As per the Ministry of Housing and Urban Poverty Alleviation, 2017 The Status of PMAY  in Tamil Nadu as on July 31,2017 total project proposal considered 1634/ Investment so far in mission Rs 11945.24 in Cr,/ Central Assistance 5087.18 Cr/Houses for construction 334801,

Therefore in this regards capacity building for all players at different levels is an important pre- requisite to achieve the national resolve to provide housing for all by 2022. Good practices and performances in implementation of the mission need to disseminate among various stakeholders. * States have an important role to play in this holy mission since Housing and Urban Development is a State subject under the constitution. But it’s very unfortunate state government is not maintain their or inform to the beneficiaries  with regards to this scheme, whereas the Ministry of Housing and Urban affairs, gazette Tamil Nadu stand second in “Pradhan Mantri Awas Yojana” I request concern state government authority to keep inform to the poor and needy who are all enrolled in this Scheme must know the status of the ongoing project this will ensure housing for all 75th Anniversary of Indian Independence.
