Dear Ms. Grewal,
Following are some of the crucial propositions to the Trafficking Bill, 2018 submitted thrice by Apne Aap Women Worldwide, to Prime Minister’s Office and also to the office of the Union Minister for Women and Child Development, which have not been addressed either in the Bill or your letter.
- Include sexual exploitation and prostitution of others as an offence in the definitions.
- Amend ITPA rather than pass a third law on trafficking. Amendments can include:
- Remove Sec. 8 of ITPA which punishes the victims for soliciting
- Introduce punishment for sex-buyers who drive the demand for trafficked girls.
- Earmarking budgets for food, clothing, shelter, education and legal protection of the most vulnerable girls at risk to trafficking-Dalits, Adivasis, backward classes, de-notified tribes.
- Streamline and strengthen the already existing agencies instead of formulating more Committees and Commissions
