Indian society has been mowed down by caste-system for centuries. The intention of the hegemonic classes was to force labouring masses into ‘shudra’ or lower caste category and to enjoy the fruits of their hard labour. Brahmanical texts were used to propagate the myth of caste-origin. Those relegated to the category of lower castes were even deprived of their basic rights as humans, so as to curb their voice against such persecution. But, the Dalit community indomitably refused to let its voice of protest drown beneath oppression.
Today, sections of every caste face economic deprivation, and it translates into lesser opportunities for education and employment for youth. Lack of education and employment has increased the discontent among youth, but the government instead of addressing this burning issue, is trying to weaken the unity of the people on religious and caste-based lines. Today, we are witnessing an intensification of the exploitation of toiling masses.
Lower castes and Dalits comprise a majority among those who are ground down by economic hardships. Forced to live in extreme poverty, this section still languishes in its traditional caste-based occupations and is thus forced to face caste-based oppression too. You must have heard about the incidents of caste-based violence at Saharanpur, Una, Faridabad, Mirchpur, etc. against the Dalit community.
The caste-based discrimination has achieved such intensity in recent years that Dalit students in Higher Educational Institutions are also not untouched. Last year, an Adivasi student, Payal Tadvi was forced to die by suicide after facing casteism from her seniors in a medical college.
Friends, we know of many instances where violence against Dalits is openly abetted by the inaction of the police. Today the situation is such that upper-caste chauvinists are being promoted by the powers that be to instil fear in the Dalit community. Various governments have also tried to weaken the SC and ST (Prevention of Atrocities) Act, 1989, which lays down provisions for judicial protection of Dalit and Tribal communities, of which the most recent example was the attempt in 2018. But, it was withdrawn after widespread protests.
Today, the situation stands such that the masses among Dalit community are seeking to be duped by the Brahmanical forces, which for the sake of vote gain have begun chanting the name of Babasaheb. Even among the Dalit community, there are leaders who have no regard for the concerns of the Dalit masses, and therefore do not struggle for the end of the caste-system. At such a juncture, it becomes imperative for us to unite our struggle for equality in education with the wider concerns of the labouring masses of our country comprising people from Dalit and lower-caste communities. We support the following demands aiming for the complete destruction of the caste-system and emancipation of the Dalit community from caste oppression:
- A majority of the Dalit community still languishes in its traditional work due to the lack of education and alternative employment. Hence, we demand that each Dalit student who has applied for admission should be given admission in educational institutions so that no Dalit student is forced to take up traditional work.
- Provide scholarships to each Dalit student and students from economically weaker sections.
- Affirmative action through the provision of reservation has helped Dalit and OBC students to become part of the modern workforce and leave their traditional occupations. In this era of imperialist globalisation, we demand that the provision of the reservation should be extended to the private sector too.
- Apply Roster system to fill reserved seats in educational institutions so that seats are not left vacant., and priority should be given to those students especially women who come from the most oppressed and exploited sections so that seats are not filled on the basis of just ‘merit’.
- Reserve 80% seats of the General category for economically weak and poor students of the General category.
- To reduce the dropout rate of SC, ST, and OBC students in higher education, the provision of economic help and remedial coaching should be provided to these students so that their results and academic performance can be improved.
- Intensify movements raising demands for an increase in seats and rollback of high fees.
- The primary and secondary education system should be expanded and improved.
- Abolish the dual education system of private and government schools. Such policies should be implemented which provide for both rich and poor students being taught in the same schools. Students from all classes and caste backgrounds should be taught in some schools which will lead to the making of an egalitarian society.
- Include anti-caste subject matter in academic curricula that helps promote logical and scientific understanding in students.
- Abolish contracts in sanitation work, so that the wages of sanitation workers increase, and their living conditions improve. Due to an increase in wages, people from different castes will be inclined to take the job for material benefits.
- Mechanize sanitation related work and take necessary measures to ensure the safety and security of the workers, so that incidents of accidents and adverse health effects associated with sanitation work could be minimized.
- Inter-caste couples not only have to face harassment but in most cases, they are ostracized from their respective communities. To promote inter-caste marriages, the government should encourage such couples by giving government jobs to women. Children of inter-caste couples should be given reservation.
- All caste-based institutions/organisations and panchayats, as well as caste-based wells, ponds, community buildings, and cremation grounds, should be completely banned.
- All caste symbols and clan/ethnic names that maintain, encourage, and assert caste identity must be completely banned.
- Dissipate the superstitious values, structures, and ideas propagated by religious institutions.
- Seize the extra property of religious institutions. Heads/convenors of all the religious institutions must be elected democratically.
- Expose the contradictions between rich farmers, capitalists, property-rich sections, and working classes of all castes.
- Distribute extra and unused fertile land among the co-operative organizations of agrarian labourers to ensuring the participation of people from SC and OBC communities.
- Effectively implement the reservation policy, and SC and ST (Prevention from Atrocities) Act, 1989. Every year release a White Paper on its implementation.
भारतीय समाज को सदियों से जातिवाद ने अपने शिकंजे में जकड़ा हुआ है| समाज को जातियों में बांटकर प्रभुत्वशाली हिस्से ने मेहनतकश आबादी को ‘शूद्र’ अथवा ‘नीची जाति’ की श्रेणी में पटक दिया और कामगार आबादी की मेहनत पर बैठकर ऐयाशी करने के लिए खुद को ‘ऊँची जाति’ का तगमा दिया| और-तो-और इस शोषणकारी व्यवस्था को मनवाने के लिए ब्राह्मणवादी धर्मग्रंथों का सहारा तक लिया| जातिव्यवस्था को स्वीकार करा कर समाज को जातियों में बांटने का सिर्फ एक ही कारण था- समाज की सबसे मेहनतकश आबादी का शोषण कर उनकी मेहनत पर मुफ्त की ऐयाशी करना| इस जाति-व्यवस्था ने समाज में काम को न सिर्फ जन्म के आधार पर बाँटा बल्कि ‘नीची’ कही जाने वाली जातियों को उनके अधिकारों से भी वंचित किया ताकि वो इस लूट व शोषण के खिलाफ आवाज़ न बुलंद कर सकें| परन्तु जाति-व्यवस्था के पांव तले रौंदे जा रहे दलित समाज ने कभी अपने विद्रोह के स्वर को दबने नहीं दिया|
आज सभी जातियों में आर्थि
साथियों, दलितों के साथ खुलेआम होती हिंसा और बढ़ रही शोषण की घटनाओं को रोकने में पुलिस की असफलता के उदाहरण बार-बार देखने को मिलते रहते हैं| आज स्थिति यह है कि उच्च जाति के दबंगों ने सरकारी तंत्र का भी इस्तेमाल कर दलित समुदायों में आतंक फैलाया हुआ है| विभिन्न सरकारों ने भी उच्च जाति के दबंगों के साथ मिलकर दलितों की सुरक्षा के लिए बनाये गए कानून को कमजोर करने का प्रयास किया| इसका हालिया उदाहरण पिछले साल अनुसूचित जाति एवं अनुसूचित जनजाति(अत्याचार निरोधक) अधिनियम, 1989 के तहत दलितों को मिलने वाली कानूनी सुरक्षा के प्रावधान को कमजोर करने का प्रयास था, परन्तु इसके खिलाफ व्यापक विरोध के बाद सरकार को यह फैसला वापस लेना पड़ा|
जातिवादी ग्रंथों को अपना संविधान मानने वाले लोग नहीं चाहते कि समाज में जातिव्यवस्था का समूल नाश हो| आजादी के बाद से ही नकली चेहरा लगाकर इन ब्राह्मणवादी ताकतों ने जातिवादी मानसिकता का प्रचार-प्रसार करना शुरू कर दिया था| आज के समय में अपनी जातिवादी मानसिकता के प्रचार के लिए यह ब्राह्मणवादी लोग भी बाबासाहेब का नाम ले रहे हैं| आज जब दलित समुदाय मात्र वोट बटोरने की राजनीति का हिस्सा बन गया है, हम देख रहे हैं कि विभिन्न पार्टियों के नेता जातीय शोषण और उत्पीड़न को ख़त्म करने को लेकर तो कुछ नहीं कर रहे परन्तु चुनाव के समय बाबासाहेब-बाबासाहेब का जाप कर दलितों का वोट मांगते फिरते हैं| जाति व धर्म के नाम पर हो रही राजनीति में दलित समुदाय में पैदा हुए नेता भी बस चुनाव से पहले ही हमें याद करते हैं| जातिवाद को खत्म करने के लिए आन्दोलन करना, इन लालची नेताओं की सोच में है ही नहीं, क्योंकि दलितों का वोट पाने के लिए बाबासाहेब का नाम लेने से ही इनका काम चल जाता है| यह बेहद शर्म की बात है कि आज भी समाज द्वारा बहिष्कृत दलित समुदाय के दुःखों और समस्याओं को हल करने के बजाय, अपना उल्लू सीधा करने वाले ये नेता हम पर हुए अत्याचारों को भुनाकर ज्यादा से ज्यादा वोट हासिल कर लेना चाहते हैं|
ऐसे समय में जब चुनावी राजनीति में फंसकर दलित समुदाय के दलाल किस्म के नेता ही हमें धोखा दे रहे हैं और मौजूदा बीजेपी सरकार अल्पसंख्यक, दलित व पिछड़ी-जाति विरोधी मानसिकता के साथ शासन कर रही है, तब हमें जातियों व धर्मों की सीमा से ऊपर उठकर किसानों व मजदूरों को एकताबद्ध करने की जरूरत है| हमें नए ईमानदार नेतृत्व और अपने मजबूत जमीनी संगठन की जरूरत है, जिनका एकमात्र उद्देश्य समाज में शोषण, भेदभाव और उत्पीड़न को खत्म करना हो और जो पूरी ईमानदारी के साथ जातिवाद के खिलाफ संघर्ष करें| हमें यह समझना होगा कि जातीय शोषण से मुक्ति के लिए हमारी एकता, जमीनी संगठन व मजबूत जन-आन्दोलन ही एकमात्र रास्ता है| इस तौर पर जातिवाद के सम्पूर्ण खात्मे के लिए व दलित समाज की जातीय शोषण से मुक्ति के लिए हम निम्न मांगों का समर्थन करते हैं-
- आज भी दलित जाति का बड़ा हिस्सा शिक्षा और रोजगार की कमी के कारण अपने परंपरागत कामों में फंसा हुआ है, इसलिए हम मांग करते हैं कि शिक्षण संस्थानों में सभी दलित छात्रों (जिन्होंने एडमिशन के लिए आवेदन किया है) को एडमिशन दिया जाए ताकि एक भी दलित छात्र अपने पारंपरिक काम में न फंसे|
- सभी दलित और गरीब छात्र-छात्राओं को स्कॉलरशिप दी जाये|
- आरक्षण एक सकारात्मक कदम है यह दलित और ओबीसी समुदाय को उनके पारंपरिक कामों से निकाल कर आधुनिक अर्थव्यवस्था का हिस्सा बनने में मदद करता है| हम मांग करते हैं कि साम्राज्यवादी भूमंडलीकरण के दौर में निजी क्षेत्रों में भी आरक्षण को लागू किया जाए|
- महिलाओं और मेहनतकश वर्ग को प्राथमिकता देते हुए, आरक्षण में रोस्टर प्रणाली को लागू किया जाए ताकि सीटें रिक्त न हों और इनमें उन लोगों को प्राथमिकता दी जाए जो इस जातिवादी समाज में सबसे ज्यादा शोषित और उत्पीड़ित है, जिससे आरक्षित सीटों को केवल ‘योग्यता’ के आधार पर न भरा जाए|
- जनरल केटेगरी के 80% सीटों पर आर्थिक आधार पर जनरल केटेगरी के गरीबों को, जनरल केटेगरी के अन्दर आरक्षण दिया जाए|
- दलित और ओबीसी छात्रों के लिए आर्थिक सहायता और उन्हें अलग से उपचारात्मक कोचिंग देने की भी व्यवस्था होनी चाहिए ताकि उनकी उच्च शिक्षा को अधूरा छोड़ने की दर को कम किया जा सके और उनके परीक्षा परिणामों को और बेहतर बनाया जा सके|
- सीटों की संख्या बढ़ाने और फीस वृद्धि को वापस लेने हेतु आंदोलनों को तीव्र करने की जरूरत है|
- प्राथमिक और माध्यमिक शिक्षा प्रणाली में विस्तार और सुधार किया जाए|
- दोहरी स्कूली शिक्षा प्रणाली को खत्म कर गरीबों व अमीरों के बच्चों को एक समान स्कूल में पढ़ाने की स्कूली शिक्षा प्रणाली शुरू की जाए| सभी जातियों और वर्गों से आने वाले सभी समुदायों के बच्चों को एक ही स्कूल में भेजा जाए जिससे समाज में समानता लायी जाए| इसकी शुरुआत के लिए सभी जातियों व धर्मों के नेता पहलकदमी लें|
- जातिवाद विरोधी विषयवस्तु को शामिल कर तार्किक और वैज्ञानिक सोच-समझदारी बनाने वाले पाठ्यक्रमों को लागू किया जाए|
- सफाई के काम में ठेकेदारी ख़त्म करो| सफाई कर्मचारियों के वेतन में वृद्धि हो ताकि उनकी जीवन स्थितियों को ज्यादा बेहतर बनाया जा सके| वेतन वृद्धि के कारण भौतिक प्रेरणा के फलस्वरुप अलग-अलग जातियों के लोग इस पेशे में आने के लिए प्रोत्साहित होंगे|
- सफाई से जुड़े कामों का मशीनीकरण किया जाए और काम में सुरक्षा के उचित प्रावधान हों जिससे कर्मचारियों के साथ काम के दौरान होने वाली दुर्घटनाओं में कमी आये और स्वास्थ्य सम्बन्धी खतरों को कम किया जा सके|
- अन्तर्जातीय विवाह करने वाले युवक-युवतियों को जाति व्यवस्था का उत्पीड़न और दबाव सहना पड़ता है| ऐसे में अन्तर्जातीय विवाह को बढ़ावा देने के लिए और ऐसे दम्पतियों को प्रात्साहित करने के लिए अन्तर्जातीय विवाह में महिला को सरकार द्वारा नौकरी दी जाए| इन अन्तर्जातीय विवाह करने वाले युवक-युवतियों के बच्चों को भी आरक्षण की सुविधा दी जाए|
- सभी प्रकार की जाति आधारित संस्थाएं / संगठन और पंचायतें साथ ही जाति आधारित कुओं, तालाबों, सामुदायिक भवनों और शमशान भूमि को पूर्णतः प्रतिबंधित किया जाये|
- जातीय पहचान को बनाये रखने और बढ़ावा देने वाले जातिसूचक चिन्हों और गोत्रों/जातीय नामों का इस्तेमाल वर्जित किया जाए|
- सभी धार्मिक सस्थाओं और अंधविश्वासपूर्ण मूल्यों, संरचनाओं और विचारों पर आक्रमण किया जाए|
- धार्मिक संस्थानों की अतिरिक्त संपत्ति को जब्त किया जाए| सभी धार्मिक संस्थानों के पदाधिकारियों/ संचालकों का चुनाव लोकतान्त्रिक ढंग से हो|
- सभी जातियों के धनी किसानों, पूंजीपतियों, संपत्तिशाली तबके और मेहनतकशों के बीच अन्तर्विरोध को बेनकाब किया जाए|
- दलित और ओबीसी की भागीदारी को सुनिश्चित करते हुए खेत मजदूरों के सहकारी संगठनों के बीच अतिरिक्त और बेकार पड़ी उपजाऊ भूमि का वितरण किया जाए|
- दलितों पर अत्याचार को रोकने के लिए बनाए गए अनुसूचित जाति एवं अनुसूचित जनजाति(अत्याचार निरोधक) अधिनियम, 1989 और आरक्षण नीति को प्रभावपूर्ण ढंग से लागू किया जाए और इस पर वार्षिक श्वेतपत्र जारी किया जाए|
