This is to inform the Chief Minister of Bihar that the situation in the coming days is going to be worse. I want the CM to take accountability of this critical situation. It is certain that the people who have left Bihar in search of jobs are destined to return home during the COVID-19 outbreak. But, I can hardly find any strict measures to control this pandemic.
Our health infrastructure is in dilapidated condition. The number of doctors and medical personnel is very low. There should be 1 doctor for every 1,000 as per the World Health Organisation, but here it seems like it is 10,000 people for one doctor. Similarly, the number of nurses and hospitals are also abysmally low. In this condition, it is hard to cope with such a deadly disease.
Moreover, the quarantine centres are not sufficient to take in the influx of migrant labourers coming from different states. The reason for migration in the first place is a lack of employment and low standards of living conditions. As a result of which, the parameters of social sector output like health and education are egregious and abysmally low, and people don’t live a life which a human being should have.
The interplay of all the conditions leads to violations of Article 21 which guarantees Right to Life and Liberty in the Constitution. Also, securing a living wage, a decent standard of living and social and cultural opportunities for all workers has been mentioned in Article 43 of the Directive Principles of State policy in our Constitution.
Recently, I’ve seen many of migrant labourers have come back to my locality, but they have directly reached their home and have seemingly started living without spending 14 days in quarantine. In this extremely difficult time, the question arises on how to tame this virus outbreak.
It seems like my CM, Nitish Kumar, is residing behind an iron shield which is unbreakable. He is our CM, he should have led this fight against the virus by example. He should come forward to address the concerns of Biharis, whose ceaseless sufferings knows no boundary.
We know that he is a leader who is accepted by all, so he can bring a positive change by making people aware of the social distancing and about the rumours that prevail in our society.
This awareness can reduce infection by a lot and can save thousands of lives. But I feel like he has chosen to be a silent spectator now. We lack infrastructure, but we have facilities like Panchayat Bhavan, schools, colleges, to make more quarantine centres.
Moreover, we have a huge pool of educated and skilled people in Bihar who can be assigned different roles in management and medical work to handle this situation.
