According to the Transgender Persons (Protection of Rights) Rules, 2020, Transgender persons will soon get the genital reconstruction surgeries and procedures done for free at state-run hospitals. With accommodation and schooling by the government, they are also promised other facilities.
All the facilities would make it obligatory soon for at least one government hospital in every state to supply gender-affirming or sex reassignment surgeries (SRS). These surgeries are quite highly-priced and out of reach at present for a lot of people who wish to opt for them. Moreover, a lot of government hospitals haven’t offered the option because of the absence of legislation. However, now, under the recently planed regulations, not only the hospital will perform the surgery free of cost but also offer proper counselling along with hormone replacement therapy to the transgender community.
Additionally, the state medical insurance will also be provided to cover the expenditure of the procedure, including counselling, in private hospitals. Apart from the surgical procedure, the set of laws also cover other health issues of transgender persons, both at government and private hospitals.
Officials said that the transgender persons would also be given general access to food security schemes as well as ration cards. The welfare schemes also promise pension for aged trans persons, ones with disabilities, provision for old-age and sequestration homes, and universal coverage of life insurance under economic support as well.
The officials also added that under the access to learning scheme, different scholarships would be offered to the transgender students. They will also be provided protection against ragging in educational organizations, with provisions for grievance redressal along with the facilitation of accommodation and schooling for transgender, gender non-conforming, and intersex children in residential government schools as well as universities.
